Not really a big deal, in parlimentary countries the leading opposition party often calls itself the shadow cabinet/government.
You have a party leader who is voted for by the party members, and he appoints members of his cabinet, like a shadow foreign secretary, shadow defence minister etc. so that when you want to know the position of the party on something like foreign policy you go ask the shadow foreign secretary, they are more like party spokespersons if anything.
